Telangana government on March 15,2025 has launched the ‘Rajiv Yuva Vikasam’ scheme to tackle unemployment and strengthen social-economic stability among the youth from the underprivileged and minority communities in the state. The scheme is aimed to offer financial assistance of Rs 3 lakh to nearly 5 lakh youth from SC, ST, BC and minority communities. Mallu Bhatti Bikramarka, Deputy Chief Minister of Telangana also said that the state government has earmarked Rs 6,000 crore for the scheme in the budget.
However, unlike most welfare schemes, Rajiv Yuva Vikasam scheme is primarily aimed to boost entrepreneurial ventures among the youth who come from marginalized communities and lack financial backing to do so since under this scheme, the government will provide the applicants concessional loans with subsidies of up to Rs 3 lakh. The applicants will have to furnish required documents such as Aadhaar, caste certificate, BPL or family income certificate and permanent residence certificate along with the cause or plans for the funds requirement.

Understanding financial assistance framework and selection process
The interested youth who also meet the eligibility criteria can apply for the Rajiv Yuva Vikasam scheme through the online portal https://tgobmms.cgg.gov.in/ set up by the government. Once the application process is over, the government will screen the applicants based on their application, documents, background and financial plans and will provide the financial assistance if approved.
The funds will be provided through loan and subsidies in three categories. Here is the loan structure:
- Category 1: The applicant will receive an 80% subsidy on the loans up to Rs 1 lakh. The remaining 20% will be covered by the beneficiary or arranged through bank linkage.
- Category 2: The applicant will receive 70% subsidy on loans of amount between Rs 1 lakh to Rs 2 lakh.
- Category 3: The government will provide 60% subsidy on loan amount between Rs 2 lakh to 3 lakh.
The applicants can select the loan category based on their requirements and plans.
Eligibility Criteria
The applicant can be male or female but must fulfil following criteria to be eligible to receive benefits under the scheme:
- The applicant must be a permanent resident of the state of Telangana
- The applicant must belong to SC, ST, BC or minority community.
- The applicant youth must be between the age of 18 to 35 years.
- The youth must fall under the Below Poverty line (BPL) category
- The youth must be seeking funds for self-employed ventures.
Important dates
- The government had issued the notification for the scheme on March 15, 2025.
- The application submission process will be carried out between March 17, 2025 to April 05, 2025.
- The eligibility screening will take place between April 06 to May 31, 2025.
- The sanction letter for the funds disbursal will be distributed on June 02, 2025, on Telangana formation day.

- Now, choose your Service Area Branch out of seven options (SC Corporation, ST Corporation, BC Corporation, MBC, BC Federation, Minority and Christian Minority) displayed on the website and proceed to the registration form at URL- https://tgobmmsnew.cgg.gov.in/CommonRegistration.action

- On the beneficiary registration form, fill in the details such as Name, Aadhaar number, Food Security card number, federation/corporation and few other details.
